Cairns Region
Established in 2008 in Yidinji and Tjapukai country through the amalgamation of the City of Cairns and the Douglas Shire, the Cairns Region retained its initial configuration for just over five years. Public protest in the former Douglas Shire resulted in a 2013 referendum, which resulted in de-amalgamation. The Douglas Shire was re-established as a separate local government entity in 2014.
The City of Cairns, covering the central business district and inner suburbs, was originally the Borough of Cairns, proclaimed in May 1885 under the Local Government Act 1878. Under the Local Authorities Act 1902, it became a Town at the end of March 1903 and a City in October 1923. In March 1995, the City absorbed the surrounding Mulgrave Shire following an Electoral and Administrative Review Commission report that suggested local government boundaries in the Cairns area should be rationalised.
The Mulgrave Shire was initially the Cairns Division, one of the seventy-four divisions created under the Divisional Boards Act 1879. After the Douglas Division was created in June 1880, the two entities became the Shire of Cairns and Douglas Shire at the end of March 1903. Boundary changes in 1919 saw the Cairns Shire gain some territory from the abolished Barron Shire. It was renamed Mulgrave Shire in November 1940.
